I AM a Gypsy... bonafide Romani (Gypsy).
I have trained myself in some things that could be called "psychic" but they are meditational techniques I learned in the martial arts and in Wicca.... observational skills that see a bit deeper than most, being able to "open" my mind (I cannot describe it), and so forth.
I believe that the second sight is not dependent upon race, ethnicity, or whatnot. Gadje (non-Gypsies) have it as much as we do. It does seem to run in families... Gadje as much as Roma.
It just happens.
Correcting some misinformation, as usual:
We have all kinds of jobs. I am a phlebotomist, for example. We are not all theives or otherwise dishonest. We have no higher instance of theivery and dishonesty than any other ethnicity or race.

I don't know about Gypsies (Gipsies) because I am not one, however, I do believe I have something like a second sight that works as a gift of being highly attuned to the supernatural. I think it depends on what you mean by 'second sight'. If you just mean straight out being able to see into the future at will, then no. I don't believe anyone has that power- it would make 'man' too powerful. But I do believe that if you ask the angels, and the nature, (and the world) nicely that it will show you what lide has in store for you. I don't believe in 'second sight' but I do believe that psychic and magical powers do exist (being a white witch myself).
In the true sense of the word 'second sight' implies that you can simply close one set of eyes, and open up another, where it is not that simple. The 'second sight' is actually more like the 'third eye' which can be opened with practice (but must be closed again). It will allow you to be more attuned and see things that other people don't (and anyone can open it with the right instruction) but it will not allow you to nip into the future then back again as many stereotypical Gypsies would like you to think ^_^
I hope you find your answer! In love and light, Tasha x

We all have "second sight" or its other name Clairvoyance. Some have more than others. The problem in using it by either name is that our mind is always bring things up for your consciousness or dreams to check out. It can be nearly impossible to separate the wheat from the chaff unless you've trained for many years.
Now, it is used by many as an excellent way to run a scam.

find a Gypsy and ask them.
On the serious side, my best friend, although not a modern day Gypsy, but has Gypsy's in her families history, has premonitions, so maybe it is true.
