I want to convert an electric bass into a piccolo bass (thinner gauge strings, one octave higher than normal bass, same as 4 bottom strings of guitar); to do that, I know I'll have to install a new nut to maintain string stability. Is it something that could easily be done, or should I have a professional do it? Also, would it be very expensive?

try sanding off some of the nut and mixing the shavings with superglue. Then fill the slots in the nut with this mixture. Let it dry well, overnight. Then take a small file of the same gauge of the strings you are going to use. Problem I see is I think a piccolo bass is a shorter scale than a standard bass.

its not much to have someone do it i broke my nut on my guitar(not me thank heavens) and it was easy and quick to get fixed.
