Clouds contain water droplets.These water droplets are formed by the condensation of water vapour in the presence of what is called condensation nuclei.Tiny particles of salt,dust.smoke or droplets of sulphuric acid that are sufficiently available in the atmosphere are called as condensation nuclei.They provide a seat for the water vapour to convert itself into tiny water droplets and float as clouds.Water vapour is invisible whereas water droplets are visible as clouds.

As the others have said - water droplets. Sometimes small ones that you get when it's misty or foggy, sometimes bigger ones like raindrops, sometimes frozen ones like snowflakes, sleet etc.
