The C3H8O because the oxygen atom. There's hydrogen bonding. The large difference in electronegative between oxygen and carbon (3.5 - 2.5 = 1.0) and between oxygen and hydrogen (3.5 - 2.1 = 1.4) both the C-O and O-H bond of alcohols are polar covalent, and alcohols are polar molecules.

You can also tell by looking at boiling points. Boiling point of C3H8O is 97 C. The boiling point of CH4 is -162 C. It takes much more energy to break the bonds of C3H8O, so the mlecules have a greater atteraction for each other.

CH3CHOH*CH3, isopropyl alcohol, molecules have greater attraction for one another than molecules of CH4, methane gas.
