on the 1995 you need to pull the radio out to get the serial number off of the back of the radio and take that to the dealer to get the security code if you can't find the code in the car.

many dealers who originally sold the car put the sticker with the access code in either the glove box, on the back of the ashtray or under the deck lid (trunk lid), so you should look in those places first. The sticker is about 1" wide and 1/2" high and it is white. There are usually two rows of numbers, one is a 5 digit number and the other about 9 charactors that can be letters and numbers. You may find only a sticker with 5 digits or only a sticker with the 9 or so numbers and letters. The 5 digit number is the radio code to reactivate the stereo and that code is entered using the preset buttons below the display. The 9 digit number is the radio serial number that the Honda dealers can use to retrieve the access number. If you can't find the stickers you have to remove the radio to get the serial number.

hope that helps

Yes, the dealer can. No easy way to get the code, otherwise the anti-theft system would be useless.
Cheers
