Thats just a stupid stereotype. Hair color has absolutely nothing to do with someone's intelligence.

Someone once asked Dolly Parton if Dumb Blonde jokes offended her and she said "No, cause I know I am not dumb and I know I am not blonde", or words to that effect.
On the other hand, if you are blonde, artificial or not, you run the risk of gaining the appelation.

i say yeah. everyone has their blonde moments. i dye my hair blonde and i have blonde moments sometimes, so occassionally i get called a dumb blonde as a joke. haha
