I would like to transfer vhs tapes to dvd the least expensive way. I have a dvd burner, vcr, and pc.

Very simple ... I've done that dozens of times.
You need a "capture card".

Basically it allows you to feed in video via RCA jacks or S-Video connectors & "capture" the input.

Nowadays people use computer TV cards to do that (& more).
I do not know what type of PC you have or how much processing power it has so it's hard for me to recommend a specific card.

For a little more then the price of a capture card you can purchase a DVD recorder. Not only can you transfer your VHS to DVDs, you can record TV shows and movies. Prices are down under $100 for some models now. Just hook the line out on your VCR to the line in on the recorder. Here's an example of a cheap one:

I think you will need special equipment to do that. I know that if you have a DVD/VCR then you can transfer from DVD to VHS, but to transfer from VHS to DVD you will need special equipment. The equipment would not be cost effective unless you plan to make a business of it.
