The voice changing starts from as early an age as 9 all the way, believe it or not, to the age of 16. From then on, the voice will crack occasionally off and on. More often not though.
Average age that a boys voice will begin changing is the pre-teen stage, 10-12 years old.

Anywhere from 11 to 15. My voice changed at 13, but then nothing else happened for a few years. Everyone is different.
