The usage I have heard for techno-pollution relates to changes (especially in information technology) and how rapid advances make older versions incompatable or obsolete. That game that's not compatable with anything beyond Windows 95 that you loaded on your Windows Vista system would be an example of that meaning.

I have also heard the term applied to "junk" software and spam e-mails.
