The question is a good one. Even though they do look very alike, even brothers as you say, I'm afraid there not.
All wrestlers now adays apart from the likes of Kurt Angle and John Cena, have stage names. They are made up from their real names sometimes.
I think they chose Rob Van Dam for the wrestler is because he looks like him and is into martial arts, like Jean Claude is.

no they are not related, Rob Van Dam got his name because of his passing resembalence to Jean Claude Van Damme and his martial arts ability.
