I would not want my female family members in Combat.
No matter how you want to spin it war is bad. Your forcing young men to a primal level. Is that what you want for your daughter. To be stuck in a clan of the cave bear situation.
How easy it is to watch the news and not think of the spiritual condition that accompanies murder. Try spending the day murdering people and then relax with the evening news.

I can think of three possible reasons:
1. They don't believe women belong in the military.
2. Recruting standards have been lowered. The military has been forced to accept recruits with criminal records.
3. This war is driving a lot of soldiers nuts. PTSD.
OK. I can see that I didn't really answer your question. You wanted to know why the military can't protect women from rape. Number 1 above might still apply.
I really should not speculate too much. I know almost nothing about the military.

My dear listen, most combat units, the ones that perform most of the raids, traffic control points, patrols and combat missions are all male units. Therefor most females in the military don't have to worry about the enemy as much as them. You can't prevent all rape cases so there are still some that will happen, if it were possible then there would be no rape anywhere, all you can do is arrest and trial.

Its not so much a military thing as its is people between the ages of 17-26. College freshman report that nearly 33% experience a sexual assault in their first two years of school. This number is actually HIGHER than what is reported in the military.
Even so, sexual assault and rape is a huge problem in our society but pinning the blame on the military when the problem is more pandemic is a manipulation of the data for polemical purposes.

During my 20 years associated with the Coast Guard, I can only remember one case of rape being filed by an active duty woman against their male counterparts. During the investigation it turned out that the female involved engaged in consensual sex with the first 2 accuseds and passed out of alcohol consumption after that.
I am not saying that the men were altogether innocent, but you cannot prosecute bad moral character. The female involved was just as responsible for her circumstances as they were.
