If this is true, when and why? Will it be harder to get into then?

I'm a high school senior and have recently applied to UC's and CSU's alike, and haven't heard of any rumor regarding SJSU being converted into a UC. There are a couple of reasons why i think it's not true:

UC's and CSU's are two different college systems. One can't transfer CSU credits into a UC and vice versa, so i doubt changing current SJSU student's credits to UC credits is possible.

The UC system recently introduced UC Merced as it's newest college, so i doubt they'll launch another so soon.

UC aim to admit the top 12.5% of incoming freshmen while CSU's aim to admit the top half. Although SJSU is one of the best CSU's, it'll go against this fundamental notion.

Absolutely not. Rumors fly up occassionally about this Cal State becoming a UC and that Cal State becoming a UC. NOT GOING TO HAPPEN!

First of all, all the Cal States and all the UCs are packed. The Cal State system needs it's current campuses more than the UC's need to expand.

Secondly, UC Merced just opened. Not only does this take away the need to convert an existing Cal State into a UC, it shows that the UC system is going to open up new campuses if it needs more campuses. They're not going to convert anything from another college system.

I havent heard anything about SJSU becoming a UC and if SJSU is thinking about converting to a UC, then it would be in the news (and its not) So, its probably not true.

It seems unlikely. In order to do this, they would have to fire most of SJSU's professors and hire people more adept at research.

Since there is nothing about this on the UC web site nor on SJSU's web site -- I suspect that it is not true.
