No. The air conditioner removes the heat from an area but must send the resulting hot air out somewhere.
Maybe you can get a window fan and put it in the window but then hide the hot-air discharge hose behind it. When anyone looks up from outside they will think all you have is the fan.

Air conditioning operates much like refridgeration, by extracting the heat from the area and moving it elsewhere. There is really not much alternative for you in the situation that you are in. You could buy ice and use a fan to blow air from the ice around the room but that is inefficiant and probably will not give you the results you hoped for. Best thing is to ask the landlord if you can get an air conditioning unit for the window.

Nope. Such a device would violate the laws of thermodynamics! Heat obeys a sort of conservation of energy law - you can take the heat out of one place (your room, for example) but you have to put it somewhere else. In fact, because all machines loose some energy to heat anyway, if you were to plug in an air conditioner in your room and closed up all the windows and doors so no heat can get in or out, your room would get warmer! The front of the a/c would take heat away, but it would be exhausted out the back, and the process itself creates more heat.

everyone is right about how an air conditioner works. They do, however, make portable a/c units now. They are very similar to the radiator style space heaters and sell for about $300 at Wal-Mart.

The only thing I can suggest is getting a dehumidifier. You still have to keep your windows closed and keeping the curtains closed will help some too. A dehumidifier might make it a little more comfortable for you. Just make sure you remember to empty it.
