Geesh, E is absolutely correct. It's all about the legislature and if or how many seats each state should have. We ended up, in a grand compromise, with a senate with two reps from each state and a house of representatives that is based on proportional representation.

~F. The New Jersey Plan proposed that people too lazy to do their own homework be put to work in unskilled labor positions in northern factories and mines and the Virginia Plan proposed that those folks folks be put to work as field hands. Either way, you lose.
