No one person ruled the area that came to be known as Rome before 753 B.C. Prior to the founding of Rome in that year, the Etruscan's inhabited the Italian peninsula. You might do some research into that culture, though very little is known about them.
Never hurts to try.

Rome was ruled by a republic after 753 BC so no one person ruled at this time. The Empire didn't begin until the 1st century AD after the death of Julius Caesar.

The Etruscans inhabited that area prior to the Roman Empire. I still can't believe that students with access to the Internet have trouble with getting their assignments done. The time it took to post this query is probably more than that needed to do the research for it!!!

~As with most of Europe, the area of Italy which eventually became Rome was first populated (ruled) by either nomadic Teutonic tribes, conquering Teutonic tribes or displaced Teutonic tribes, such as the Etruscans.
