The only way to make ‘best’ mean something other than a mere popularity contest is to quantify it by asking, ‘Which comic character has sold the most comics and other merchandising?”
The two top sellers, worldwide, to date, are Tarzan and Superman. Since Tarzan had a head start (he came out before modern comic books), we’ll award it to Superman. He has more recognizability that any other character.
The top villain is probably the Joker, as he was the first villain to have his own title, in any comic company. That means he was most popular, to have the sales figures to maintain his own book, without having Batman appear in it.
Batman is probably the second most popular hero. When the Berlin Wall came down in 1989, the first person that came through to visit the west was not wearing a marvel character T shirt, but a Batman T shirt.

I'm sure no one here wants to say Superman because I see that there are some votes do to favorites So I'm going to be real from what has been shown throughout history since the begining.I like superman hate all his new writers ,I love Goku he's my favorite also Spiderman but Supes is the best ever time has shown us this by how long he has survived like him or not he will be the longest reigning comic hero ever and theres no sign of him slowing down eventhough most of his stories are just rewritten and drawn uptodate like Hulk ,But Superman due to history is the Greatest of all time.And villian I wanna say Darkseid or Lex luther due to their being there to give Supes trouble for so long i'm gonna go out on a limb and say A tie for Thanos look at what hes done and Lucifer in Spawn He's the devil they pulled no punches when they described him in Spawn just who he is and the Sh#t he will do.There is no bigger villian.
