Earthquakes, tsunami, and volcanoes etc. are inevitable in Japan. The key is to mitigate their effects with warning systems, tsunami gates and other infrastructure+civil defence preparations.

They can't. Just like they can't really be prevented anywhere else. Japan sits on the 'ring of fire'. It's in a earthquake and volcano hot spot. It will always have tsunami's and earthquakes. For that matter it will probably get worse as the populations there increase. Same with California for that matter.

As far as self inflicted...that goes back into their history. The Asian cultures put a lot of emphasis on the first born male. The problem with that is when they grow up they have to have a female to reproduce and carry on the population. Asian countries are in crisis right now because there aren't enough women for the men. Also, as these countries have industrialized, women don't want the whole 'bare-foot-and-pregnant' thing anymore. They want to go out and have a life and career. What happens is that as the populations grow older...there's no one to replace the workforce. The economy starts to take a huge tumble and then everything goes bad. That's why Japan offers women money to have babies now. It's an incentive so that the younger generations can take care of the older ones.

Self-inflicted disasters can be prevented through regulation, monitoring, and enforcement.

As for natural disasters, you can only mitigate for damage from them. You cannot prevent them. Especially, given Japan's location near a subduction zone and as an island nation exposed to ocean-related storm systems.

You can mitigate damage through planning, engineering, and proper emergency management.
