First and foremost, Bret Hart and Shawn Michaels are the ones who brought the wwe into the new era and are the two best superstars in the last 15 years. Austin and the rock are also legendary and more recently edge has proven himself as a top superstar,Jeff Hardy RVD and Chris Benoit are all technically superior.

Do you mean just in the WWE or including WCW and ECW during that time?
If you just mean WWE, then I'd say
1) Triple H
2) Austin
3) Rock
4) HBK
5) Angle
6 Bret Hart
If you include WCW, then I'd add Flair, Hogan, Nash, Hall, and probably Goldberg. Flair is the only of these guys who can actually wrestle, but the other guys had huge runs during this time.
