H&M has started carrying flats, as has Forever21; both of which have flats for less than $20. DSW has really good deals and sales on shoes. Places to get flats for a retail price that is cheap would be: Payless, Target, Walmart etc. Old Navy has a lot of cute summer shoes this season so does Gap, but Gap shoes will be a bit more expensive than Old Navy's prices. I would also recommend places such as Marshalls, TJ Maxx, and Filene's Basement where you can get name brand shoes for lower costs. Outlet malls are always a safe bet, as well.

Target has nice options, but walmart tends to be cheaper. Also , try the local flea markets.

i got a really cute pair of sparkly black flats at that claires place in the mall.. the one with all the colorful jewelery. also, burlington and target of course
