It was started by a rocker named Dio. It was to symbolise devil horns and he did it at his rock shows. Its meaning has graduated to just mean "Rock On!" Most people who do it do not make the association that it is a representation of the devil, it's just commonly used to show you like something that 'rocks'.

The devil horns. Quite popular at metal concerts. Or the "hook-em" horns if you're from Texas.
