the seal on the windows has failed. you won't be able to clean them. the glass needs to be replaced with a new sealed unit. sorry, that's the way it is. the landlord should have a glass company or the window manufacturer replace the glass. good luck, hope this helps.

My parents moved into a place with 30 year old anderson double pained windows. They have the same problem. Anderson offers nothing to deal with this. My idea is to Drill through the inside window pane high and low in the middle and introduce a fast evaporating solvent that is kind to the wood to rinse away the organic growth with a liquid collection system in place that will not insite fire! Once the interior glass is allowed to dry to perfection I would install one way rubber plugs into the 1/8 inch holes that I drilled initially. Perhaps a water based organic enzyme is best to dissolve the inner space buildup? At least you'll have endless options with the permanent holes at your ready.

Either the glass was dirty when it was made or the seal has failed and sucked in dirt. Either way, tell the landlord, and see if he will replace the window glass. If he won't, then you have to live with it. I would keep reminding him about it and maybe he'll change it just to shut you up and quit bothering him. good luck.
