In order for a scratch like that to be fixed will they have to replace the whole bumper?

How deep? Most scratches or other blemishes can be "buffed down" with the right rubbing compound(s) until they're undetectable. Even an especially deep gouge can be buffed, retouched and finished by a skilled body technician (the best of whom could probably even forge the Mona Lisa if they felt like it).

Don't drop by random body shops, where the most expensive solution is the only one they'll offer (especially to a woman, much as I hate to say it). Go to your dealer for recommendations or, perhaps better yet, look up some classic car, hot rod and/or custom car clubs in your area. These organizations are stocked with good and knowledgeable and, in many cases, rich people.

In other words they ain't the Hells Angels.

They'll know where you should go and a few of them may even offer to do the job for you.

No--- Is it an insurance job? They may be trying to hit the insureance company up for some extra cash, because they know the insurance will pay the bill.
