If medically necessary yes. However almost every doctor or hospital has you fill out a form allowing them to access your previous records. at some point you have probably agreed to those terms.

Medical records are often shared for medical necessity. They include a full medical history that is often necessary to treatment.

One of the standard forms you sign when getting medical treatment is permission for them to pull your medical records.

Personally - I would want my doctors to see all of my medical records.
