I believe it is one of the cause of increase terrorism in and from Pakistan. Pakistan has been a long Allie to the US, but US has not reciprocated Pakistani's friendship. CLinton fired missiles over Pakistani to attack Afghanistan, with out Pakistani's permission. THat act alone is an act of war. Bush's deal with India also enrage the Pakistani people. Bush's act demonstrates the US has no loyalty and willing to stab the Pakistani people in the back. People in Pakistan see Mussarif as weak for mantaining alliance with the US and wish to overthrow him. Even the US Secretary of Defense Bob Gates recognize this problem and try to reassure the Pakistani people. The rest of the Muslim world probably see hipocricy that US allows some nations to have Nukes while forbidding others. THey probably feel that the main objective is to keep the middle east weak. I strongly disagree with Bush's policy towards India, especially since it is as volatile as any Muslim nation.

It is pretty simple. Many Muslims do not like the US. Most Muslims do like India. Most Muslims would not like a US-India nuclear partnership.
