What a great subject! email me and i can help with this report....
first of all, according to the census bur, 80% of deadbeats (parents who dont pay are called deadbeats) are male.
secondly, they have been making the laws stronger. the state and federal government are TIRED of parents not payig for their children, so they passed stronger laws.
they need to get a bit stronger, for the state and federal government FINALLLY linked the fact that most families who are homeless or on welfare are a direct result of not getting child support. This makes the state (welfare) pay for deadbeats children.
TODAY, the deadbeat has to pay the state back any money (not the food stamps) given to support the deadbeats family. Once payments resume to the parent, the state takes a chunk of it (each check) until they are paid off. If the deadbeat thinks they are funny running, believe me, the state will go after the deadbeat worse then the IRS.
much to the displeasure of fathers rights groups, child support is getting stronger, but we are NOT QUITE THERE YET. these groups have some valid points, such as some mothers chose to use their children as a weapon, but most deadbeats dont even bother to climb in their truck for pick of the kids.
GONE are the days of hiding til the child hits 18, today, arrears are forever.
today, child support is based upon BOTH parents incomes in most states.if the custodial parent isnt working (the one with custody of the kids), the court calculates an income for them (if skilled, then what they are capable of making--if unskilled, then at min wage). THUS, both parents support their children...
THEN the court adds in daycare expenses.
email me and i'll find you what you need/help you.

The topic should read Delinquent child support payors. Not ALL fathers are delinquent and there are many mothers who are ordered to pay child support too.
That being said, the laws are pretty strict on child support being paid. A lot of states have a mandatory wage assignment where the child support is pulled directly by the payor's pay check and sent to a clearinghouse where the money is then disbursed. Delinquent payors can be sentenced to jail time for non-payment and their tax refunds can be re-routed to the parent who is owed the money.

A national registry that all employers should submit to in order to check if there is a garnishment or levy for child support would be nice. I live in the midwest and my ex moved to Oregon. He worked for a while, got fired and then we don't know what happened. If there was a national registry, every time a person worked their employer would have to check the database to see if there was a child support order they had to honor. Currently, states are the ones who run their own child support unit.
I have two children and am owed about $7000 so far and he's only been gone one year. Oregon has been fairly cooperative, but you can't get money from an idiot who lives off another woman. I feel more sorry for her than myself - thank goodness I am a professional working mother. If I weren't, I would have lost my house. I'll get the money someday I guess.
Also, taking someone's drivers license is a way they handle it, but that is ridiculous...they just drive without it anyway. I think when the person who is to pay is able-bodied, they should work. If they get more than $10,000 behind, perhaps a jail sentence to work it off!
Just my 2 cents

For resources go to google and type in Child Support Services.
As for your essay is it restricted to stricter law or could you suggest fairer laws.
Being a father who pays child support I have often considered that it would be fairer to the payer if they were allowed to deduct the amount they pay from their gross income.
I pay out over $6000.00 a year, I do not get to claim any of the kids as deductions nor do I get any child credits. I do still have to pay taxes on it though. If the non custodial parent did not feel like they were getting screwed every which way they could they may be more willing to pay.
Just a thought!

child support laws shoudl be more strict against fathers because women make less money, child care costs a lot (taking out of your pay) and it's harder for a single mother to get a job than a single father

Call a women's centre for bibliographical sources. Also, look up your local laws and think for yourself. Common sense and good judgement will tell you what's right.
When a marriage or relationship break down, a woman who is left with the children can expect her standard of living to drop by 75%, even with child support payments coming in, while a man can expect his standard of living to increase by 25%, even if he is paying child support.

How about dead beat mom's? Your essay is bogus if you limit to just men...and your instructor will tell you that..and you will get an F.
Check with your local child support enforcement agency, usually at your local prosecutor's office.
