there are many factors that give the sticky feeling. Generally your sweat is not evaporating efficiently enough at the current temperature. Also, the higher the humidity the greater chance of stickiness. After a summer rain, when water is evaporating off concrete, you can actually feel it on your skin.

The warmer air is the more water vapour it can contain, the amount of water vapour present is measured in relation to the maximum possible and this is called Realtive Humidity.

An RH of 40% means the air contains 40% of the maximum amount it could contain.

On hot days the air can contain considerable amounts of moisture, the hotter it is the more evapouration there is from seas, oceans and the like. As the amount of water in the air begins to increase it starts to feel humid and sticky. When the air reaches 100% RH - the point where it can't contain any more water vapour (Saturation Vapour Pressure or SVP), then your sweat can't evapourate and at that point it feels very sticky.

Yes, but it depends on the %. % humidity is defined by what % of water is in the air. 0 - is very very dry whereas 100% means that the air is saturated and no evaporation can occur. At 100% humidity the air will be "sticky" because the water in the air is condensing on your skin and not evaporating. That's why working in 100% humidity can be hazardous. Our body can't cool itself because the sweat isn't evaporating.

It depends on whether or not the humidity is high enough to slow the evaporation of your sweat to the point where your skin does not remain dry. When that happens, your skin becomes "sticky". The point at which that happens is probably different for each individual.

Well, it feels 'sticky' because high humidity means your sweat is less effective and does not evaporate, and thus you get covered in sticky sweat.
