oh, but ALL the money for the war has been "emergency funds". If it were in the budget then it would be reflected in calculating the deficit, although it's still our debt either way. by using the emergency fund method, our economy will falsely look better. and GWB can claim to be working at reducing the deficit while our debt climbs rapidly.
