Virginia had a royal governor, appointed by the king prior to the revolution. Post-revolution, but prior to statehood, they were self-governing with an assembly.

The ruler of Virginia and all of the colonies before the Revolution were the monarchs, the kings and queens of England. Most immediately, King George I, King George II and King George III, the last king and ruler of the colonies.
