Perhaps it relates to the practice of naming an unknown victim Jane Doe until an identity can be established.

Plain Janes have no overt identifying quality, either good or bad. This could be looks, personality, etc. They are not ugly, homely or nor are they beautiful beyond reproach or have an extroverted personality (good or bad). They are "average."

Most Plain Janes are overlooked when really all they need is to have someone take interest in them.

Demure clothing, plain hair-do, little or no make-up, conservative shoes. I don't see a plain Jane as boring, not at all. I see a plain Jane as someone who doesn't like to call attention to her appearance, that's all. Perhaps this plain Jane is shy?

For those who say a plain Jane is boring, I say this...
A boring person is one with no interests, no point of view on things, no character, and no interest in life. It has nothing to do with his/her appearance.

No frills, no excitement, dresses very plain and doesn't wear makeup or do their hair. Very boring. That's what I think of when I hear the term Plain Jane.
