Paul Weller all the way. His music has been able to change with the times, while still maintaining it's cleverness and thinly-veiled call against authority.
Joe Strummer was good (great, actually), but he couldn't have pulled off a switch from the Jam to Style Council, followed by a smashing solo career!

Paul Weller! I love The Jam and I love his solo stuff as well. Stanley Road is a fantastic album.

and Ive been lucky enough to meet both of them.
