If we were to clone people, the clones would not be any more subject to parts salvage than anyone else: a clone is a genetically identical person, and the emphasis is on the word person: they would have exactly the same rights as anyone else. There is no difference between your clone and your identical twin.

Scientists say that they are working on a way to use your cells to create your own arm or leg from the genetic material. It would depend on if they had functional brain patterns. By this I mean are they a veggie or do they have some basic mental functions? If they are a veggie then no they are considered real people. We normally consider ourselves human by our ability to reason, that's what separates us from the animals. If you create a body that doesn't have brain patterns then no it isn't considered a real person.
