Entreprener Magazine has a whole section on restaurant startups in their March issue ( http://www.entrepreneur.com/howto/restaurant.html)
Also look up 'small business development centers' - sponsored by the SBA, usually offer free or low cost advisory service for startups.

Decide if you will pay for everything yourself or if you will need investors. Likely you will need investors, which will require you to sell yourself to potential investors. The first step is to create a business plan. There are a lot of smples on the internet of business plans, just google it.
