When you sit at a cubicle desk, your tie often get curled up, so the impression is he sits at his cubicle so much the tie is stuck in that position, thats what i always thought. Scott gives a simpler answer on the FAQ

Well, back when Dilbert had a girlfriend (this was over 10 years ago- forget her name right now) Scott Adams said that if Dilbert ever got lucky with her, he'd draw a cartoon with his tie flattened.
Well, he did.
And you know what else "goes limp" after sex...
