A couple of times in my life I've felt as though that were the case, usually it was because I was feeling particularly lonely and vulnerable. When depression or loneliness sets in, you're sensitivities tend to be heightened and thus the feeling of being watched, judged or as you say, made to feel you've done something wrong. My best advice is to immerse yourself in an activity, no matter how small or mundane, which distracts you from the outside world. For me it's my art, I love paint or sculpt, it allows me to escape.

Hope this helps.
