Well, since both the winning and losing party spend that much, I'm not sure where you're going with the question. Both Bush and Kerry spent over 300 million in the 2004 cycle.

Money is only a tool. Politicians collect donations and spend them getting their message out. The more money they have to spend the more advertising they can do. However, that does not guarantee success.
Besides, more money is spent advertising potato chips than is spent on Presidential campaigns. It you have to look at it in context.
