I'll just a few other ideas here...
There are two that my friends and I go to often you may want to try...
(Day trip types, not ryokan stay types.)
One good choice with many types of hot spring, including open air/rotenburo is:

The site provided by Looking for truth is great, but unfortunately Tokyo in NOT a part of Tokai area.

The most famous onsen (hot spring) town near Tokyo is Hakone. Atami is not very far either. Both towns are accessible in one hour or so, and have plenty of hotels/inns with outdoor hot springs.

If you are already in Japan and looking for one IN Tokyo, it's probably best to ask your hotel or neighbors/colleagues. The key words are "roten-buro (outdoor bath)" and "onsen (hot spring". Be careful, not all roten-buro are onsen; some are outdoor but uses regular tap water (still very nice, though).
Even some public bathhouses (the one I know is Takaban no Yu in Meguro-ku) have small outdoor bath/hot spring, and if you can find one near you, it's very convenient and inexpensive (500 yen).

You can go to this onsen called Oedo Onsen Monogatari. It's in Tokyo, but could be more expensive than other places.
Check out the website for details on how to get there and etc.

Below is a link to all the outdoor hot spring baths in the TOKAI region. It is a great site that allows you to make reservations at the hotel, and everything else. One catch, it is in Japanese.
