If hes thirteen he was born in 1994 so hes not a man yet :)
If he was born in 1955 he s 52 y old not thirteen

so something wrong in here:)

on one hand, i could go with the "it's not possible" answer

I will not use the "leap year" answer because you said 'today' is his birthday, so unless he is from a culture which has April 2 as a leap day, i'm not seeing it.

maybe he was born on a plante which has years which are 4 times as long as earth years.

maybe his name is "Thirteen"

Its not possible unless in the case where his his birthday is Feb 29. Even then it cant be said hes 13, I cant answer this... wait a minute you thought today is April 1 and trying to fool us?

It's not. Even if you say he was born on Feb 29, he'd still be 52 years old - not having a birthday in a year doesn't actually make you younger.
