just take it step by step

insert values for x & y
(7-3)^2 + (7*-3) - (-3^3)

do math inside parenthses
4^2 + (-21) - (-27)

adjust plus/minus signs
4^2 - 21 + 27
or
16 - 21 + 27

What does the little arrow thing mean? If it means 'to the power of 2' or w/e the answer is:

16 + 21 - 9
37 - 9 = 28

28 is the answer!
