They do make digital tuners, however, compatibility with your cable company is a risk.
What good TV capture devices do is include an IR cable link for their card which is used to control any third party cable or satellite boxes.
I use the Hauppage WinTV series & it allows me to connect two IR links that control both my satellite & cable boxes independantly of each other.
This way it can automatically change channels on its own when programed for scheduled recordings.
There are presets for many types of cable boxes ot it can be programmed manually with ANY box. I did mine manually & it only took about 2 minutes.

The device is powered by AMD Avivo image technology and reportedly provides smooth playback of HD digital cable TV content on consumers' media centre PCs.
AMD said that the ATI TV Wonder Digital Cable Tuner turns a PC into a Personal Video Recorder (PVR) with easy to use Microsoft Windows Vista Media Centre menus and interfaces.
The ATI TV Wonder Cable Tuner is scheduled to be available from 30 January 2007 inside desktop and notebook PCs from PC manufacturers.

Yes, all the TV cards will receive and display cable channels, and some are for digital tuning, but, so far, none are available to the public for descrambling any of the encoded channels...
So, we are stuck with the first 125 channels!
I am waiting for the set top boxes to start getting salvaged so I can build my own computer Linux Tivo for digital and scrambled signals!
