-I keep getting this when I run Diagonostics tests
-I have Internet explorer 7
-I can only access a few websites
-when I cant it tells me that the internet explorer could not display the webpage

Error 12007 means that the server name (like Microsoft.com or Yahoo.com or Google.com) isn't entered correctly

or

the address on that server (like update.microsoft.com or games.yahoo.com or maps.google.com) isn't entered correctly or it doesn't exist.

Basically, you probably have a misspelling of the address you're trying to find, or there is punctuation in there (like a comma or apostrophe) that shouldn't be there.

Since this is happening at a lot of addresses, it's possible that your IE7 isn't installed properly.

It might be MSN is once again having server problems. If you can go to another web site and it is working then this shows it is not your computer connection but hotmail's. If you misspell a word then that error does show up but I am sure you did not.
