It depends on the vehicle. Some (read: most) just suck gas at a ridiculous rate.
Making sure the engine is properly maintained, tires are kept inflated, and even modifying the cars intake and exhaust can improve fuel mileage (though you need to do a little research to make sure you are doing it correctly).
A lot of the ways to improve gas mileage are more related to driving habits though. Obviously don't take off like a bat out of hell at every light/stop, or when you are pulling out (sometimes you can't avoid it if you are trying to pull into/across traffic - but don't make a habit of it). Maintain a sensible speed (which can vary from car to car, depending on the engine size and transmission gearing). If your car is a manual transmission, don't wind out the gears while accelerating (or wind an automatic tranny out by not shifting it into overdrive).
Selecting a car that gets good mileage is important, but your habits, and proper maintenance will help you get the best mileage out of any vehicle.

Yes there are, and most often include changing your driving habits. Also keeping an eye on your tire pressure. If you have a tire or tires that are low on air they create more drag. More drag causes the motor to work harder. Also clean the car out. Kick the 200 lbs of trash you have in the trunk and back seat out of the car. Keep the air cleaner clean and change your oil at the recommend intervals. Replacing a fuel filter will also help. While driving at speeds below 45 miles an hour roll down the windows instead of running the Vent or AC. keep your speed below 65 mph. You start to go faster then that not only are you making higher RPMs on the motor but the motor has to work harder because of the added wind resistance. Start out from lights slower and look to see if the other light is changing. The more you can keep the car moving the better mileage you will get. It takes less fuel to keep a car moving then it does to get it going. Also when you sitting at lights idling you’re getting 0 MPG so the more moving you do the better. Hope this helps.

Keep your car in good working order. Inflate tires to about 2lbs pressure below the max rating on the tire sidewall. Accelerate slowly and smoothly. Try to avoid stop and start driving. If the light is red then slow down and see if it will change before you get to it. Good luck

There's no magic one thing. I saved 9% by going to a pure synthetic oil and using Engine Sentry in my oil filters. You can also reduce warm-up times, coast more, and make sure the tires stay inflated properly. There are lots of thing - it just depends on what you are willing and able to do.
