Hi.
Most Prunus species (ornamental cherries included) should be pruned in earl Spring immediately after flowering. This should help avoid fungal diseases that they are prone to.

As to how much you can safely remove. If the tree is in good health then you can remove up to one third of the crown (branches). Try to cut back to a branch joint.

Rule of thumb I have been taught for flowering trees and shrubs is to prune 1/3 of the total length after flowering.

Towards the end of August (in the Northern hemisphere) is probably the best time. Cherries and plums are very susceptible to fungal disease so one needs to be very gentle.
