Is it safe to break the ground terminal off of a power strip?

Not really. It wont be dangerous but you will not have surge protection without the ground in place.

Grounding serves a purpose. It probably won't harm you but it could in some cases. May also ruin any equipment plugged into it.

No, it is never safety to alternate any electrical equipment, That a is your grounding wire
