Upgrading an old pc will never be as good as an newer pc, so i would say buy one.
You can find good 3Ghz 512 - 1mg ram pc's for a lot lower price. Check out dell.com.au

Well, i'll tell you something, I had an (older than that) Pll 500 Mhz system, 64 mb of ram etc..you get the point. So, i know how frustrating it is using a slow computer. I bought a Motherboard, Processor and a stick of memory (I had previously bought a Harddrive for my birthday it's a 120 gig, so not too bad back then, i still use it) for 174.00 roughly, from Newegg.com.
This is what I have now:
AMD athlon 64 Processor 2.4 Gig Venice core, 512 Mb Ram, and a KN8 Neo4 F mobo...cant beat 170.00 bucks, and it's overclockable from the manufacturer so you won't void any warranties that way. If you go for the newer one, the one that's 2200. dollars then you won't have to buy one for a while, but you'll have to wait, and you will be paying a butt load of money for it. If you go for the "right now" one, then you save money, can have a life outside of work, though you won't be able to brag to your friends that you have a "killer" system! - If you ask me, it's cheaper to buy it seperately from say Newegg.com...or some other closer AU online wholesaler. Good luck. Hope it helps a bit

That new computer sounds decent. As for upgrading, that can depend on several things.
Is your computer a Slot 1 motherboard, or a Socket 370? If its a Slot 1, you've pretty much reached your limit on speed, unless you want to stick in a Celeron. I'm assuming that you might be wanting to run Vista on it; I wouldn't unless you upgrade the processor. A 1.5 Ghz celeron would run Vista just fine, but I wouldn't recommend anything slower than 1Ghz.
Even then, it wouldn't be a good gaming machine, if that's what you are into. So it depends: are you going to be playing
games on it? If you are, then I'd but a new one. If you are only looking for a computer to surf the internet on, use Office, or run simple games / emulators, then it would be a nice machine that would serve you nicely for many years. If you are aiming for a machine you can play Doom 5 on, in six years, then I would buy a new one.
