Patrols don't 'take place'. Officers should patrol (name an area).
smoking manner is not really the best way to say it...maybe etiquette is better.

To tell you the honest truth, I didn't even read your whole question. However, from what I did read... CONGRATULATIONS! Your English grammar is 1000 times better than the majority of the English-speaking people who will respond.
The sad thing is, I'm being absolutely serious. People these days are ignorant, lazy, and the majority of the people on the internet need to take a trip back to 2nd or 3rd grade. My 2 year-old has better grammar than most of them.

you did great i didn't find any mistakes. but here's a tip when your making a list like " i like fruit,chips,cupcakes" make sure you put the word "and" so people know what your talking about like,"i like fruit, cupcakes, and cupcakes. you don't have to use it every time just giving advice!!
