Well these are two different questions. The best places to stay would be at The Palms, Caesar's Palace, The Wynn, The Hard Rock Cafe, Paris,or The Bellagio. These are not just some of the more luxurious places to stay, but the funnest as well that offer some of the best (pricey) amenities. The atmosphere in all of them are great and more often than not you can bump into celebrities here. A few years ago I was in Las Vegas and stayed at Caesar's Palace during the NBA All Star weekend. A few NBA players took a flight from Colorado (where the All Star game was that year) and I ended up playing craps with Elton Brand (of the LA Clippers) and Jason Terry (don't recall what team he was with). My cousin made Brand some money playing and after Brand cashed out he tipped my cousin with a $100 chip.
I would say if you're looking to still keep the atmosphere of the above hotels, but make it more affordable (meaning best overall value) I would look into staying at The Luxor, New York New York, The MGM, or The Imperial Palace (located across the street from Caesar's). Cheaper rooms with above average amenities. Last year I stayed at the Luxor and while waiting in the lobby for some others to show up Mike Tyson walked in. He even stopped to take a picture or two with a couple of people.
I just booked a trip to Las Vegas not more than 4 hours ago. I'm going in July. If you want to save a few more bucks go during the summer, which is there off peak season. If you can put up with the heat, then its worth it. Its not like most places have pools anyways to keep cool. And all casinos are air conditioned. Also, if you can, book during the week because most places charge more to stay there during the weekend.
If you're looking to get a flight/hotel deal go with Orbitz or Expedia. I have used both in the past and have saved anywhere from $50 to $120.
If you're looking to go for cheap, I'd recommened you look off the strip and possibly stay in the Old strip.

It really depends on what you're looking for in a hotel. If you just want a place to crash for a couple of hours and shower, then stay at the Hampton Inn off Tropicana. If you're planning on partying in the hotel or not leaving the property much, then stay at Mandalay Bay or MGM Grand - both have killer pools and great clubs and restaurants. If you're looking for the attractions at the hotel, but also want to be close enough to casino-hop then I suggest Mirage, TI, Wynn, Venetian, or Ceasars.

It depends on what you like - you can get a decent room at the Excalibur, the Orleans, TI, or the Tropicana for 50.00 a night.

The best value is whatever's on special,ask your travel agent, or check www.expedia.com We stayed at New York New York (because it was on special:) and it was FANTASTIC.I'd highly recommend it!
