When I go into the 'Network Connections' I look at my broadband connection and it says "Connected, Firwalled" Just under Local Area Connection (The name of my connection). Is there a way to turn off the Firewall. Because my downloads are only going a Max of 8 kb/s which is ****.

Right click on the network connection and select properties.
Click on the advanced tab and then on firewall settings. Here you can configure or disable the windows firewall.

But I dont think the firewall is going to slow down your downloads like that.
