something like perp H, tea bags (only with caffiene), or cucumber extract will help with the puffiness. (or if you want to invest a bit more money, i-gels by duwop are relatively cheap and phenomenal)
for both, drink lots of water, and be sure stimulate your facial skin every day. even when applying your moisturizer even, just take time rubbing it in slowly, giving yourself a bit of a massage. improving circulation to your face helps in a lot of ways.
as for the discolouration, some of it may be natural (most people have at least mild discolouration under and around the eyes), so you want to use a colour corrector underneath your concealer to neutralize that colour (green for redness, orange for bluish shadows, and yellow for purple tones)

I don't know how old you are but if you are younger than 35 and this problem isn't hereditary ( I shouldn't be telling you this), but when I was a model and had puffiness under my eyes I would apply a very small dab of preparation-h and a concealer to hide the dark shadows.

Olay Definity you can purchase this at your local drug store in the face wash,moisturizing cream area,it says that it anti aging I've used it for about a year I'm 24 years old.I love it I tried everything and had reactions to most of it.It cost around 15.00 to 20.00 well worth it.

I know this sounds odd, but hemroid ointment works for bags and swelling under the eye..it shrinks the skin....drink lots of water and get plenty of sleep every night...you can find it at walmart for under 3.00 bucks...

Sleep, eat your veggies, drink lots of water and take a multi vitaman ..

concealear that matches your skin will cover dark circles. you can get it about any beauty departements.
or drug stores

use meat, like a steak, or some actual piece of meat not ground stuff or processed, you could also try raw fresh cucumber slices
