Did you remove the mouse from the USB then plug in the ipod before you "safely removed" the mouse?
It does seem an annoyance, but in order to switch devices in the same port it is necessary to go through the "safely remove hardware" button on the system tray.
If you want to use multiple devices off one USB, you might consider getting a hub so you can plug them into the same port every time. Makes life easier.
If this doesn't do it, did you have to go through some type of installation to use the ipod? If so, uninstall, restart, reinstall.
If this works, you had definitely better get a hub.

I'm guessing itunes is what won't read your ipod. I'd uninstall and then reinstall itunes. If it's your computer not reading the ipod at all, it could be the USB cable that came with your ipod. I doubt it is a problem with your computer itself.
