I have curly hair, but it's incredibly fine, and also soft, and when I brush it, it usually gets frizzy. I don't know what to do with it. Why is my hair like this? Also, this might sound strange, but I am white, is it typical for white girls to have hair like mine or is mine more like a hispanic or black girl's?

Ask your parents or grandparents about your heritage or go to a genealogy site and look up your last name. That should give you clues as to why your features are the way they are.

I don't know about typical, but my ex-husband had hair like yours. He inherited from his father, whose hair was as kinky as a black person's, but so blonde it was almost white. I think they were of Scandinavian descent. I also dated an Italian guy with blonde, kinky hair and blue eyes, so I don't think that super curly or kinky hair is limited to blacks or hispanics. My own hair is also very fine and wavy, but I once got a too tight perm and had the same problems as you. If you don't like so much curl, you can get a relaxer that will take curl out. I advise you to get it done by a professional who is familiar with doing it because chemicals can really damage your hair. I wanted the perm for easy care after having surgery and the best way to deal with my hair was to brush the tangles out while it was still wet after shampooing. Then I applied Infusium 23 Leave-In Conditioner and combed it through, shook my head really well,and let it dry. After it dried, it would look like I'd put gel on it, but it was soft, not hard like gel. If I wanted my hair to look soft, I just scrunched the curls with my hands. Hope I was helpful!

Actually, I have hair that's alot like yours. I've actually done some reasearch, and I've read that you should only brush your hair right after you've taken a shower, or right before you've taken one. Otherwise, it does get uber-frizzy. The right conditioners, mousses, shampoos, etc.. work great also, but I'd advise you to not worry too much about your hair. I've heard a statistic that in the average womans lifetime, she is bound to spend over $70, 000 on her hair and over 2 years (all added up) doing it up. I used to be a big hair nut too, but after I heard that, I decided I'd just master the hair care basics and then enjoy all the other things life has to offer.

are you asking just about your background ? .. or are you aslo asking how to make your hair not soo frizzy.. ?
well.. i'm caucasian and i have thick curly hair .. i know alot of ..blacks.. hispanics as well with curly hair.. so i guess it goes for everyone..
if you dont want your hair too be frizzy.. dont brush it..
ever since i stopped brushing my hair years ago.. its looked so much healthier .. shinnier .. and with no split ends..
when i wash my hair i use conditioner .. and run my fingers through my hair to detangle them and rinse it out. I wrap my hair in a towel to dry. To style my hair i use moose.. to keep it in place when i tie it back in a pony tail or a bun ..and sometimes use a comb on top of my head to get rid of the bumps.. Theres no need to brush it if you wear your hair up. if i wear my hair down.. i use moose on the palms of my hands and rub my hair between my hands starting from the roots to the ends.. or if its really puffy.. i'll lightly comb my fingers in my hair..
my hairs rarely frizzy since i've discovered not to use a brush ..heh

i am also white and my hair is also thin and soft and if i brush it too much it will practically turn into an afro, but i dont think that it has to do anything w/ ur race. also maybe when u brush ur hair u should use a spaybottle filled w/ water to help w/ the frizz.

As a White girl who has beaten the bejesus out of her hair, I can almost promise you that you either aren't conditioning properly or that your hair is otherwise damaged. Condition well and brush your hair while it is still wet.
